Market-Entry Playbook: An Instant Eligibility Checker for New Gaming Markets
United Gaming Advisors — September 29, 2026
When a market opens to distributed gaming, the first question from every bar and restaurant owner is the same: can I even do this? The operator that answers it first, instantly and without a sales call, earns the second conversation.
When Chicago lifted its video gaming ban, Monte Cristo Gaming built a tool to answer that question: Check Your Eligibility.
How it works
An owner types their business name as it appears on the city liquor license, picks their establishment from the list, and gets a preliminary answer based on license type under state law and city ordinance. Eligible locations see a clear next step. Everyone sees a plain disclaimer that the result isn't a license or legal advice.
Why it works as a market-entry tool
It's built on public data. Liquor license records are public in most jurisdictions. The same data that powers the lookup also maps the entire addressable market before the first sales call.
It answers the gating question first. In most distributed gaming markets, eligibility turns on license class. Leading with that avoids wasted pitches and builds credibility with owners who've been oversold before.
It's honest about limits. A preliminary "yes" still requires state approval, local licensing and compliant gaming-area design. Saying so up front is both good compliance and good selling.
It creates timing advantage. In a staggered rollout like Chicago's, locations that enter the state queue early are first in line when local licensing opens. A tool that gets owners moving early moves the whole pipeline forward.
Where this applies next
Any market where legalization is new, pending or expanding (Pennsylvania's skill-game framework debate, Missouri, Georgia and others) will see the same rush of "am I eligible?" questions. The operators who can answer in seconds, using the actual licensing rules of that jurisdiction, will own the first impression.
About this series: Monte Cristo Gaming is an Illinois video gaming terminal operator founded by United Gaming Advisors principal Chris Schink. It is a separate company from United Gaming Advisors. We use its owner-facing tools as working examples of what we help operators build in other markets. United Gaming Advisors does not currently offer consulting services in Illinois.
